This program provides loan guarantees up to $250 million to assist in the development, construction and retrofitting of new and emerging technologies. These technologies are: advanced biofuels, renewable chemicals, and biobased products.

This program provides loan guarantees up to $250 million to assist in the development, construction, and retrofitting of new and emerging technologies. These include advanced biofuels, renewable chemicals, and biobased products. Funds may be used for commercial-scale biorefineries and biobased product manufacturing facilities. Refinancing may also be eligible in certain circumstances.

Who Is Eligible?

Business Size: small, medium, large

Industries: advanced biofuels, renewable chemicals, biobased products manufacturing, biorefineries

Region: all 50 US states, US territories, US protectorates

Other Criteria: Applicants (lenders) must have legal authority, experience, and expertise and meet the FDIC definition of “Well Capitalized” (Federal or state-chartered banks, Federally-recognized tribes, Cooperatives, Farm Credit Bank, Credit Unions, National Rural Utilities Cooperative Finance Corporation)., Borrowers (entities for whom guarantees are requested) can be individuals, public and private entities, state and local governments, corporations, Indian tribes, farm cooperatives and organizations, associations of agricultural producers, National Laboratories, Institutions of Higher Education, Public Power entities., Project must be located in a State (any of the 50 states, territories, and protectorates)., Total federal participation (loan guarantee + other federal funding) must not exceed 80% of the total eligible project costs., The borrower and other principals involved in the project must make a significant cash equity contribution.
