The program facilitates cost-sharing agreements between Military Services, other Federal agencies, state and local governments, and private organizations. It aims to avoid land use conflicts, address environmental restrictions, and increase military installation resilience, thereby protecting critical training and testing ranges, operating areas, and mission readiness assets. The program also delivers community benefits such as economic development, enhanced safety, and recreational opportunities. Since FY 2003, the program has leveraged $1.7 billion, with recent contributions exceeding $25 million across 20 projects in the 2025 REPI Challenge.
